Caleb Watney is the co-founder and co-CEO of IFP.
Caleb Watney is the Managing Director of Public Policy at Coefficient Giving and a board member of the Institute for Progress. He co-founded the organization with Alec Stapp in 2021 and he served as co-CEO until 2026.
During his time at IFP, Caleb oversaw the metascience, high-skilled immigration, and emerging technology policy teams. His work focuses on policy levers the U.S. could use to rebuild state capacity and increase long-term rates of innovation.
Previously, Caleb worked as the director of innovation policy at the Progressive Policy Institute, a technology policy fellow at the R Street Institute, and a graduate research fellow at the Mercatus Center. His commentary has been published in The New York Times, The Wall Street Journal, The Washington Post, The Atlantic, Politico, Lawfare, and the National Review. He received his master’s in economics from George Mason University and a bachelor of business administration from Sterling College.
